CAP is excited to announce that we are currently hiring an experienced Human Resources Administrator (HRA) to lead, develop, implement and monitor agency-wide human resource policies, trainings and initiatives that support the agency’s strategic plan.  The HRA works collaboratively with the agency’s department directors to determine strategic key performance indicators and programmatic Human Resources needs of the agency, articulates the needs and works with directors to develop plans to meet those needs. The HRA is responsible for ensuring the human resources services, policies and programs foster a healthy, vibrant and inclusive work environment that supports equitable and effective recruitment, hiring, development and retention of high performing employees from diverse backgrounds.


The HRA plays an active role in developing and maintaining a relationship with the Union Executive Committee, proactively addressing workplace needs, ensuring understanding of and compliance with the Collective Bargaining Agreement, and representing the organization for workplace investigations and grievances, worker’s compensation and unemployment claims. The HRA serves as a trusted and neutral advisor on personnel issues to CAP leadership, management team and frontline staff.  
The HRA is based in the CAP administrative office in Downtown Portland and will provide human resources services to employees at two other locations, including an office in Southwest Washington.


This is a full-time position, which reports to the Executive Director.
